Texas Sports Betting Launch Updates: November 2024

On May 25, 2023, Texas Rep. Jeff Leach said there would be no more efforts to pass Texas sports betting legislation until 2025 when the state legislature meets next. The bills failed in the Texas Senate due to staunch opposition from Lt. Despite not passing in 2023, the overall progress of the bills is a positive sign for the future of sports betting in Texas. Bill HJR 102 received 102 of the 100 votes it needed to pass the Texas House of Representatives. It's logical to expect the bill to gain more steam when lawmakers reconvene in 2025.

Rep. Jeff Leach's bill, HB 1942, also passed by a vote of 82-51, showing support for the proposal. The fine print also had some language that future versions might look to replicate, calling for a 10% tax rate of adjusted gross revenue. Prospective operators must also pay a hefty $500,000 license fee. 

Despite all the above, sports betting legislation in Texas is dead until 2025 at the earliest. The Legislature's 89th regular session begins on January 14, 2025, and we'll be keeping a close eye on what happens next.
